(DevTech) is an international data-driven consulting firm dedicated to development, with over 35 years of experience providing advisory services and technical assistance to government, private sector, and civil society stakeholders in more than 100 countries. DevTech specializes are a data driven organization that specializes in informing policy making by delivering focused data-driven evidence-based analysis products and services. DevTech four practice areas are Economic and Data Sciences; Monitoring and Evaluation, Research and Learning (MERL); Education, Gender, and Youth Development (EGY); Public Financial Management (PFM).
DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making; (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.
EGSA is seeking consultancy services to support the Coordinating Ministries of Economic Affair (CMEA) by providing policy input to improve the regulatory framework for trade logistics. This technical assistance will also inform CMEA’s ongoing efforts related to updating the National Logistics System (Sislognas) action plan. The Consultant will: (i) review the existing logistic policy in the select sector (food and beverage industry) in Indonesia; (ii) facilitating private sector consultations to learn about the challenges on the logistics on exporting food and beverage; and (iii) developing policy recommendations identifying key reforms to reduce complexity of the legal and implementation framework relating to the export logistics for food and beverage products. Requirements
Professional knowledge of the national policies on export logistics services and its effects on the Indonesian economy.
Knowledge of international and ASEAN (Association of South East Asian Nations) good practices is an advantage.
Demonstrated record performing analysis on the logistic aspect of the export of food and beverage products is preferred.
Prior experience in economic research and analysis, policy formulation, application of economic principles in the areas of export logistics, having at least one or more assignment(s) done before as lead consultant/researcher (measured by sample of the relevant report submitted in the application form).
The Consultant shall carry out the following tasks:
Review and analyze the existing regulatory and institutional framework relevant to the export logistics of the food and beverage products, in collaboration with the Legal and Regulatory SpecialistLogistic.
Conduct and lead focused group discussions (FGDs) and private sector stakeholder consultations with logistical support from EGSA team.
Develop policy recommendations to reduce complexity and uncertainty of the legal and implementation framework related to the export logistics of food and beverage products
Present analysis and recommendations to the government counterparts and private sector stakeholders and produce the final report incorporating feedback from counterparts at all levels.
Support discussions with the government counterpart to follow up on the policy recommendations as a part of the support to update the roadmap and action plan for logistics reform in Indonesia.
Prepare a monthly progress report outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.
University degree (Masters or equivalent is preferred) in economics, international trade, or related discipline.
A minimum of 10 years of experience working in areas related to trade logistics and services in Indonesia.
Prior work experience with the GOI agencies related to trade logistics and services or in a similar capacity is preferred.
Fluency in English and Indonesian both written and oral.
Ability to work independently, with flexibility and deliver results under time pressure.
Ability to work as a part of a team and with minimum supervision.

A Report on the regulatory and institutional framework of the export logistics relevant to the food and beverage industry (to be developed in collaboration with the Legal and Regulatory Specialist).
2 (two) FGDs and (4) Private Sector Stakeholder Consultations. Participation of invitees at these consultations will be coordinated with the EGSA team.
Policy recommendation on reducing the complexity and uncertainty of the legal and implementation framework related to the export logistics of food and beverage industry (to be developed in collaboration with the Legal and Regulatory Specialist for Logistics).
Monthly progress report
All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID. The Consultants will submit their invoice monthly along with output produced and monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA BEE Expert.
The expert will provide services for up to 45 days of level of effort (LOE) from April – August 2021.
