WRI Indonesia seeks to support the government, private sector, and communities in Indonesia to reduce its GHG emission through better management of its forest and land use, business operation, and livelihoods. We utilize new technology, multi-stakeholder approach, and research to provide the most up-to-date, accurate, and reliable tools, methodology, and data so that key stakeholders can take part in sustainable development. To advance this cause, WRI Indonesia is championing an ambitious program to transform land use planning and management to be more inclusive and sustainable through several projects, namely One Map Initiative and Enhancing Community Forest Tenure & Sustainable Livelihoods in Indonesia Initiative. The One Map Initiative supports national and subnational governments as well as private sector and local communities to enhance forest and land use governance through improved technical capacity and processes, policies, and geospatial databases. The Enhancing Community Forest Tenure & Sustainable Livelihoods in Indonesia Initiative supports national and subnational government agencies to implement and monitor social forestry agenda in reducing GHG emission and improving climate resiliency through sustainable and inclusive forest management, while simultaneously supports indigenous and local communities to secure tenurial security and develop sustainable livelihoods and business models. Through these initiatives, we aimed to build a movement among government agencies, companies, NGOs, communities, and society to enhance sustainable and equitable forest and land use management in Indonesia. The role of the Research Analyst on Land Use Governance is to provide technical and operational aspects of land use governance analysis, research, and consultation in the priority provinces and support the Program Leads and Managers at WRI Indonesia to manage program/projects within the scope of WRI Indonesia’s strategy. Job Summary
The Research Analyst will be responsible to provide technical and operational aspects in implementing and managing WRI’s key initiatives/portfolios in the priority provinces and its districts. Main responsibility will include analyzing land use governance practices at sub-national level to understand gaps and challenges of local government and relevant stakeholders in implementing inclusive green growth strategy and low emission development in the regions. He/she will combine policy analysis, livelihood assessment and geospatial technical works, which include field data collection and analysis, database management and report development, to formulate recommendation on improved land use governance in the focused area. He/she will also provide capacity building and technical assistances for local governments, forest management units, civil societies, and/or community groups to promote sustainable forest and land use management. The Research Analyst will be based in the WRI Indonesia’s South Sumatra Office in Palembang with frequent field travel within South Sumatra province and other priority provinces/districts, as well as other places as may be assigned. Reporting to the South Sumatra Senior Program Lead of WRI Indonesia, he/she will liaise closely with the regional team and other key personnel of the projects, partners implementing similar programs, as well as relevant government agencies, local authorities, and civil societies that will contribute in achieving intended targeted impact of WRI portfolios. Job Responsibilities
The Research Analyst’s main areas of responsibility will include the following:
Technical Works and Research (70%)
Conduct analysis, research, and consultations on forest and land use governance at sub-national level towards green growth strategy, low emission development, and other sustainable development schemes.
Identify policy issues and analyze potential policy and institutional frameworks to strengthen forest and land use governance practices at sub-national level.
Conduct geospatial data collection and analysis, as well as contribute in managing geospatial database of WRI’s Regional Office.
Coordinate works with the program/project lead and regional team to undertake quantitative and qualitative analysis on socio-economic and livelihood strategy, as well as support community development.
Contribute in the development of research methodology, tools and platforms to improve forest and land use governance practices.
Provide capacity building and technical assistances for local governments, forest management units, civil societies, and/or community groups to promote sustainable forest and land use management.
Perform such other duties as may be assigned.
Project Management and Communication (30%)
Responsible for developing and managing workplans, conducting research, writing papers, and making recommendations for consideration in implementing land use governance practices.
Collaborate with program/project lead and regional team to actively communicate relevant programs and activities, and liaise closely with key government agencies, the partners implementing similar programs as well as civil society organization.
Liaise closely with geospatial team for technical and operational aspects of GIS, remote sensing, spatial database management, and system development in South Sumatra province.
Develop minutes of meeting, travel report, and other relevant documents to support the implementation of program/project’s activities.
Support the program/project lead in developing report, working paper, and other communication materials.
Facilitate workshop, meeting, and discussion, as well as other events conducted by WRI team.
Legally able to work in Indonesia.
Bachelor’s degree in a related field, preferably with coursework in forestry, environmental studies, geography, geodesy, spatial planning, or any other relevant subjects.
Experience in conducting research, consultation, and analysis, preferably on forest and land use governance issues
Experience in geospatial data collection and analysis, as well as managing large datasets.
Experience in facilitating discussion, interview, and able to communicate and coordinate related works with local governments and relevant partners.
Familiarity with low emission development, peatland restoration, one map policy, social forestry, and/or landscape monitoring.
Experience working with non-governmental organization, civil society, and community.
Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
Experiences in developing capacity building materials, conducting trainings, and providing technical assistances.
Excellent oral and written communication skills.
Key Performance Indicator
Perform and manage analysis, research, and consultation on land use governance to strengthen sustainable forest and land use portfolios of WRI Indonesia in the priority province.
Contribute to the development of workplan and budget, workflow, managing research activities and coordination, and supporting project monitoring and evaluation related to land use governance works.
Communicate and coordinate land use governance related programs and activities to key government agencies, civil society organization, community groups, universities, private sectors, and other relevant stakeholders.
Contribute to development and dissemination of one knowledge products (e.g. working paper, technical note, etc) and two communication products (e.g. blog, booklet, video, etc).
Must have authorization to work in Indonesia to be eligible for this position. Final candidates might be required to take a writing test and to produce two writing samples when needed. Remuneration: Remuneration is commensurate with experience and skills. WRI offers a competitive and comprehensive benefit package.
