Project Overview and Role:


Indonesia’s education system has made remarkable progress over the last two decades. Increased spending and a range of policy reforms have led to gender-balanced, near-universal school enrolment. Achievement against access targets has been good, but the challenges of improving quality and equity remain. A majority of Indonesian children do not acquire the fundamental skills needed to participate in the economy, society or further education, and are falling further behind their peers in the region and globally.
The Government of Australia (GoA), through the Australian Department of Foreign Affairs and Trade (DFAT), is partnering with the Government of Indonesia (GoI) to improve education quality by supporting improved effectiveness and efficiency of Indonesia’s basic education systems.

Phase II of the Innovation for Indonesia’s School Children (INOVASI) program, builds on Phase I of both INOVASI and the Technical Assistance for Education System Strengthening (TASS) program. The integrated program supports national and sub-national partners (e.g. districts, civil society organisations) to pilot school-level approaches to strengthen teaching and learning and respond to requests for targeted policy support at national level. Phase II is planned to run from July 2020 to December 2023. It will collaborate closely with the GoI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: “What works to improve student learning outcomes in Indonesia?” It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.

The Program is managed by Palladium on behalf of DFAT.

Primary Duties and Responsibilities:

Purpose of the Position:
In Phase II, INOVASI is supporting the Ministry of Religious Affairs (MoRA) to develop assessment instruments and related implementation guidelines so that learning needs of local teachers and education personnel can be met through the Continuous Professional Development (CPD) system. The CPD system will be implemented by community-based peer-learning groups known as KKG, MGMP, and MGBK. Under that system an instrument known as Asesmen Kompetensi Guru (AKG) or teacher competency assessment is used by provinces and districts to assess and map teachers’ needs of CPD. Yet the instruments, technical guidelines and materials supporting AKG at community level still need to be developed to guide implementation locally as per the system and proceses mandated in MoRA’s Ministerial Regulation Number 38 of 2018 (“PMA 38/2018”) on CPD.

AKG supported by INOVASI will assess competency of teachers and education personnel who are not directly addressed by the project between MoRA and the World Bank. For example, such AKG will enable teachers of physical education and social science to participate in competency assessment and CPD. In addition, INOVASI will support MoRA to align Penilaian Kinerja Guru (PKG) or teacher performance appraisals with PMA 38/2018. Discussion in this area is ongoing between INOVASI and MoRA.
Due to the ongoing reform at MoRA, many new elements are affecting CPD’s rollout preparation including the loan and technical assistance from the World Bank and an increase in the number of functional personnel which may increase agility and speed of implementation but with less decision-making authority to support the agile workforce on the ground.

In this environment, INOVASI will support areas where MoRA is not supported directly by the World Bank: (1) in developing and testing assessment instruments—mainly AKG and PKG—to address CPD needs of teachers and education personnel who are not directly supported by the project between MoRA and the World Bank, e.g., physical education teachers and social science teachers; and (2) ) in developing related guidelines aligned with PMA 38/2018 for scale-up by MoRA. Scaling-up by MoRA beyond testing to national application is envisioned to take place in the same time as CPD rollout nationwide. While technical support and funding from the World Bank are directed at the management of CPD by MoRA, INOVASI supports MoRA in localizing the CPD system for teachers and education personnel.

As a principle, INOVASI works in ways that builds the capacity of government partners and as such, unless otherwise indicated, the adviser will facilitate, advise and support MoRA rather than perform the work and handover to MoRA.

Duties: Under the direction of Systems and Policy Specialist, the STA CPD Instrument Testing and Scale-Up will be responsible for expert technical support to MoRA in field-testing of CPD assessment instruments, mainly AKG (Asesmen Komptensi Guru) and PKG (Penilaian Kinerja Guru), and the scale up. The Adviser will work with INOVASI Phase 2 and short-term advisers to:

  • Provide technical support to MoRA in development of (i) the design of field testing, related data collection and analysis of AKG and PKG that address learning needs of teachers and education personnel who are not directly supported by the project between MoRA and the World Bank; 2) the design of scale-up of such AKG and PKG; and (3) integration of data and analysis from such AKG and PKG to the existing MoRA’s CPD database and information system. MoRA will be supported to test AKG and PKG (but not piloting) in limited areas where CPD is working well to gain lesson learnt and the lesson learnt will be feed into national scale up strategy, including the component of data integration into existing CPD database and information system. The current national rollout of CPD will benefit from lesson learnt and evidence on how AKG and PKG will work at the local level.
  • Support MoRA with technical advice for field testing purposes, during the development of instrument and assesment framework or kisi-kisi and related technical guidelines for implementation of teacher competency and performance assessments.
  • Support MoRA in field testing of instruments and contribute to analysis and recommendations for scale up.
  • Technical input to the provision of MoRA’s modules and tools as CPD references for KKG, MGMP, and MGBK.
  • Support MoRA in aligning instrumentation, technical assessments, and CPD modules to PMA 38/2018.
  • Provide technical input to MoRA’s implementation plan to rollout CPD nationwide starting 2021.
  • Undertake other relevant tasks as reasonably required by INOVASI

Deliverables Required
The Consultant will submit all outputs: finalized designs of field testing, scale up, and integration to MoRA’s CPD database and information system, as well as other work documents (e.g. PPT presentations, concept notes, frameworks, rubrics, policy notes, summaries of technical advice) and reports produced as agreed between the Consultant and INOVASI Phase II.
Required Qualifications:

Qualifications and Experience: The CPD Instrument Testing and Scale-Up Adviser will possess the following qualifications and experience:

  • Minimum 7 years of experience in the education sector, preferably with demonstrated experience in developing designs of instrumentation and education assessment framework (kisi-kisi), field testing, and scale up.
  • A relevant post-graduate qualification in education assessment and evaluation (penilaian dan evaluasi pendidikan), or related field.
  • Demonstrated professional history and understanding of effective continuous professional development strategies to improve the competence of education personnel, as relevant to the Indonesian context.
  • Knowledge and experience with MoRA systems and the madrasah education sector.
  • Excellent communication, inter-personal skills and ability to liaise with stakeholders, particularly with Government of Indonesia counterparts and international education specialists.
  • Strong facilitation, convening and advisory skills, and demonstrated behaviours that support developing local ownership and leadership.
  • Bahasa Indonesia fluency is essential, with working English language skills desirable
