Vice Presidency for Corporate Strategy and Resources (CSTVP) integrates Budget and Business Administration, Corporate Strategy, HR, Procurement, Information and Technology functions under one umbrella to enable execution of IFC’s management and operational needs in the best way, bridging corporate strategy and delivery.
Within CSTVP, Budget and Business Administration department (CBA) plays a pivotal role in allocating IFC scarce resources and aligning them to IFC 3.0 and IFC Upstream initiatives by supporting clients to achieve the corporate strategy, creating profitability, and increasing efficiency.
The Procurement Coordination Team within CBA (CBAPC) oversees coordination and oversight of procurement activities and client support to ensure compliance with existing procurement policies and procedures and efficient effective procurement transactions. Day-to-day support is provided by Procurement Officers within certain delegated thresholds, and by IBRD’s Corporate Procurement unit (SPAPC). IFC procures both for its own account (administrative procurement) and for its projects (operational procurement for Investment and Advisory Services).
Duties and Accountabilities:
This role will be based in the IFC Jakarta office. The IFC Procurement Officer is the first point of contact for regional IFC staff regarding procurement activities. Understanding of the IFC role, mission and processes are critical to role. Pairing the understanding of the IFC mission with procurement acumen, the role of the Procurement Officer is to oversee and advise on procurement activities and proactively seek more efficient and effective ways of conducting procurements in compliance with relevant policies. Given the remote nature of the CEA region the Procurement Officer is expected to work closely with the Chief Administrative Officer (CAO) and CBA team within the region. Duties include:
Supporting the Procurement Selection Process:

  • Serve as a regionally based trusted advisor providing global market intelligence, advice on WBG policies, guidance on best practices throughout the selection and contract management process, and provide business acumen to operational and administrative clients;

  • Liaise closely with CBAPC and CBAAP management, and Corporate Procurement when needed,

  • Provide clearance for operational firm procurement within certain delegated thresholds;

  • Provide guidance to staff responsible for administrative procurements and assist them to conduct mini bids under established master agreements when applicable. Coordinate with Corporate Procurement as required to ensure all administrative procurement requirements are met;

  • Review/evaluate selections and provide advice to mitigate the risk of mis procurement;

  • Assist staff in identifying potential conflict of interests and escalate as appropriate.

  • Act as a point of reference for eConsultant2 assistance;

  • Ensure PCard is appropriately utilized for small regional purchases.

  • Provide training and guidance on procurement best practices

Monitoring compliance and reporting

  • Monitor compliance with WBG procurement policies and procedures and bring issues of non-compliance to the attention of CBAPC. Assist with the development and implementation of any plans to correct identified non-compliance issues;

  • Review and interpret regional procurement data with CBAPC;

  • Enhance contract management function within the regions;

  • Prepare compliance reports and provide data requested by CBAPC;

  • Coordinate with CBAPC on reporting needs and use SAP and eConsultant2 directly for ad hoc needs.

Selection Criteria

  • Relevant bachelor’s degree (Procurement, Law, Finance, Business Management, Economics);

  • Knowledge and understanding of public procurement concepts and principles, combined with proven practical skills in procurement, preferably in Operational Procurement;

  • Ability to work with all levels of staff, build consensus within teams, and influence clients regarding procurement practices.

  • Working proficiency in SAP, eConsult2, Admin Portal, MS Office Suite;

  • Understanding of WBG Procurement Policies including Operational Procurement and Administrative Procurement;

  • Ability to learn new things quickly, independently and on one’s own initiative;

  • Strong problem solving, conceptual, and analytical skills, paying attention to details;

  • Strong interpersonal, teamwork, communication skills (verbal and written), a positive attitude and ability to work positively and effectively in a matrix organization and team environment;

  • High integrity and sense of judgement to handle confidential data.

  • Minimum of 4-years procurement experience

  • Professional Procurement Certification is preferred
