Overview:

DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with i) evidence-based decision making (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.

Responsibilities:

DevTech is seeking a full-time Business Enabling Environment (BEE) Expert for EGSA. S/hewill manage project activities aimed at improving the business environment and the work will involve deploying and managing the work of external short-term consultants that are specialists in improving the environment for business, strengthening trade competitiveness and encouraging increased foreign direct investment. The EGSA BEE Expert will manage a range of technical work that include but not limited to the following:

  • Production of a diagnostic of local SNG regulations on obtaining permits for construction and starting a business in select cities in South Sulawesi and East Java, based on IFC/World Bank’s “Doing Business” methodology and leading to policy recommendations for reform;
  • Analysis and reform of the regulatory and institutional framework on non-tariff measures (NTMs) relating to the food and beverage industry, along with relevant recommendations for streamlining NTMs;
  • Analysis and reform of the regulatory and institutional framework for trade and logistics as it affects the food and beverage industry, along with relevant recommendations for logistics reform.
Scope of Work: The expert will oversee consultants performing the above tasks as well as the staging of focus group discussions, workshops and consultations with relevant public and private sector stakeholders. Scopes of work for additional consultants in related areas may be required. Responsibilities also include reviewing and assessing Indonesia’s national and provincial level strategies for improving the environment for business growth, and usage of investment incentives and application procedures to attract foreign direct investment, with an eye to recommending reform measures. S/he will collaborate with international and domestic private sector stakeholders and organizations, as well as relevant GOI counterparts, and will provide advice to team members, USAID and GOI counterparts. The position initially lasts through October 2021, with the possibility of a year’s extension to October 2022. Qualifications:

Minimum Qualifications:

  • Must have experience with international development programs in Indonesia.
  • Must have experience working with GOI institutions.
  • Must have a minimum of a master’s degree or equivalent in economics, business, public administration, economic development, or related field.
  • At least 10 years of experience in the area of economic development, including analyzing and developing policies aimed at removing barriers to business or improving the business enabling environment.
  • Must have experience in conducting business environment analysis.
  • Must have experience in capacity building and training.
  • Must have experience managing short-term consultants.

Requirements:

  • Must be a citizen of Indonesia.
  • Must be proficient in English and Bahasa.
  • Excellent writing skills (publication record, assessments, or analyses).
  • Must be a team player.
