Overview: DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making; (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.
The MSME Empowerment Expert will support the Ministry of Cooperative and SME and Department of Cooperative and SME (Dinas Koperasi) in South Sulawesi and East Java by providing targeted technical assistance to improve the capacity of the Center of Integrated Business Service for MSMEs (PLUT – UMKM) to deliver quality and strategic services to the MSMEs. This is done through: i) capacity enhancement for PLUT facilitators on access to finance and digital marketing; ii) joint workshop with relevant technical agencies to promote MSME business registration and licensing; iii) facilitation of linkages between MSMEs and larger enterprises; iv) public-private alliance for rapid engagement of SMEs into digital economy; v) development of a handbook to guide MSMEs in exploring financing options from non-bank financial institutions; and v) demonstration of opportunities for MSME innovation and services through a workshop and/or exhibition. Responsibilities: Requirements
  • Professional and updated knowledge of MSMEs private sector development, and business incubation.
  • Experienced in designing MSME development program.
  • Proven experience in leading a team of experts to implement of MSME development program.
  • Experienced in designing and delivering capacity building program for government officials
  • Experienced in working with government institutions relevant to MSME development.

Services provided

  • Participate in the planning and coordination meetings with EGSA, Ministry of Cooperatives and SME, Dinas Koperasi, and consultants
  • Lead the team during planning, implementation, and monitoring the results of activity.
  • Establish and maintain communication and coordination with key stakeholders at the central and sub-national levels.
  • Oversee the overall implementation of various components of the activity in East Java and South Sulawesi.
  • Lead the formulation of policy recommendations to strengthen the capacity of PLUT-UMKM in empowering MSMEs at the sub-national level.
  • Conduct quality control of all deliverables under this activity, including team members’ deliverables.
  • Develop final reports on activity implementation, output produced, training completion, and lessons learned
  • Present policy recommendations to Ministry of Cooperatives and SMEs and key stakeholders.
  • Prepare a monthly progress report outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.
  • A Master’s degree from nationally/internationally recognized universities in business, management or development studies.
  • A minimum of 10 years of experience in leading economic growth program in areas of MSME development and/or other relevant experience in leading business development services program for MSME
  • Prior work experiences with donor funded program related to MSME development, private sector development, or business incubation.
  • Fluency in English and Indonesian both written and oral
  • Ability to work independently, with flexibility and deliver results under time pressure.

Oversight and participation to the public-private dialogue on MSMEs inclusion to digital economy



Oversight to the preparation of the handbook of access to financing from non-bank financial institution



Preparation and delivery of a MSME workshop/exhibition



Preparation of Final Report consisting of project achievement such as: training modules, quality papers, manual narrative to capture the process of implementation.



Presentation to Ministry of Cooperatives and Dinas Koperasi on the lessons learned and policy recommendations to strengthen PLUT capacity



Monthly progress reports




All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.
The Consultant will submit their invoice monthly along with the monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA’s EG Expert.
The team leader will provide services for up to 50 days of level of effort (LOE) from May to August 2021.
