WRI Indonesia seeks to support the government, private sector, and communities in Indonesia to reduce its GHG emission through better management of its forest and land use, business operation, and livelihoods. We utilize new technology, multi-stakeholder approach, and research to provide the most up-to-date, accurate, and reliable tools, methodology, and data so that key stakeholders can take part in sustainable development. To advance this cause, WRI Indonesia is championing an ambitious program to transform land use planning and management to be more inclusive and sustainable through several projects, namely One Map Initiative and Enhancing Community Forest Tenure & Sustainable Livelihoods in Indonesia Initiative. The One Map Initiative supports national and subnational governments as well as private sector and local communities to enhance forest and land use governance through improved technical capacity and processes, policies, and geospatial databases. The Enhancing Community Forest Tenure & Sustainable Livelihoods in Indonesia Initiative supports national and subnational government agencies to implement and monitor social forestry agenda in reducing GHG emission and improving climate resiliency through sustainable and inclusive forest management, while simultaneously supports indigenous and local communities to secure tenurial security and develop sustainable livelihoods and business models. Through these initiatives, we aimed to build a movement among government agencies, companies, NGOs, communities, and society to enhance sustainable and equitable forest and land use management in Indonesia. The role of the Policy and Stakeholder Engagement Specialist is to lead and manage policy analysis and stakeholder engagement activities in the priority provinces and support the Program Leads and Managers at WRI Indonesia to manage program/projects within the scope of WRI Indonesia’s strategy. Job Summary
The Policy and Stakeholder Engagement Specialist will be responsible to provide expertise on policy analysis, institutional setting, stakeholder engagement, coordination, and management in the priority provinces and its districts. The responsibility will include assessment, facilitation of discussion, and provide technical inputs and analysis of policy and institutional setting to achieve the targeted impact on peatland restoration, one map initiative, social forestry, and other projects under WRI portfolios. The Policy and Stakeholder Engagement Specialist will be based in the WRI Indonesia’s South Sumatra Office in Palembang with frequent field travel within South Sumatra province and other priority provinces/districts, as well as other places as may be assigned. Reporting to the South Sumatra Senior Program Lead of WRI Indonesia, he/she will liaise closely with the regional team and other key personnel of the projects, partners implementing similar programs, as well as relevant government agencies, local authorities, and civil societies that will contribute in achieving intended targeted impact of WRI portfolios. He/she will also provide capacity building and technical assistances for local governments, forest management units, civil societies, and/or community groups to promote sustainable forest and land use management. Job Responsibilities
The Policy and Stakeholder Engagement Specialist’s main areas of responsibility will include the following:
Technical Works and Research (70%)
Analyze existing policies and develop recommendation for new policies and/or implementation strategy to strengthen the implementation of WRI portfolios.
Collaborate with key stakeholders to develop regulations and/or guidelines for the implementation of the policies.
Lead the development of reports/papers related to policy analysis and stakeholder engagement strategy conducted by WRI team and partners in the priority provinces and districts.
Manage strategic engagement and communication with government agencies, private sector, and CSOs.
Identify and interface with new potential partners related to the project in priority provinces and districts.
Provide technical inputs to maintain and update the key initiatives as well as the overall project portfolio development.
Contribute in the development of research methodologies, data products, tools, and platform.
Provide capacity building and technical assistances for local governments, forest management units, civil societies, and/or community groups to promote sustainable forest and land use management.
Perform such other duties as may be assigned.
Project Management and Communication (30%)
Develop and manage workplan, budget, and term of reference (TOR) to implement policy research and advocacy, strategic stakeholder engagement and coordination, and other relevant project activities.
Develop and maintain communication and coordination with key stakeholders to ensure successful project implementation.
Organize and facilitate periodic reviews and monitor activities related to policy research and advocacy as well as strategic stakeholder engagement and coordination to ensure the project delivers its outputs and outcomes.
Develop minutes of meeting, travel report, and other relevant documents to support the implementation of program/project’s activities.
Support the program/project lead in developing report, working paper, and other communication materials.
Facilitate workshop, meeting, and discussion, as well as other events conducted by WRI team.
Legally able to work in Indonesia.
Bachelor’s degree in a related field, preferably with coursework in agribusiness, environmental policy, social studies, forestry, and other relevant subjects.
Minimum six years of professional working experience in policy analysis, stakeholder engagement, community facilitation, and working with international organization, government, and Civil Society Organization (CSO).
Demonstrate skills and knowledge to perform the assignment professionally.
Experience working with stakeholder engagement or related position.
Experience working in one or more of the following issues: land use, environmental issue, conflict resolution, gender, and land governance issues in Sumatra Region and its priority provinces/districts.
Experience in forum/working groups facilitation for stakeholders in province and district levels.
Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
Excellent in communication process to various stakeholders.
Excellent oral and written communication skills.
Key Performance Indicator
Perform and manage policy analysis and stakeholder engagement strategy to strengthen WRI Indonesia portfolios in the priority provinces.
Develop and manage workplan and budget, implementation strategy, project coordination, and monitoring and evaluation related to policy analysis works and stakeholder engagement strategy.
Contribute to program/project communication strategy to actively communicate relevant programs and activities and liaise closely with key government agencies, civil society organization, community groups, universities, private sectors, and other relevant stakeholders.
Contribute to development and dissemination of two knowledge products (e.g. working paper, technical note, etc) and two communication products (e.g. blog, booklet, video, etc).
Contribute to development of funding proposals by providing required data and information as necessary.
Must have authorization to work in Indonesia to be eligible for this position. Final candidates might be required to take a writing test and to produce two writing samples when needed.
