The circular economy (CE) has many economic, social, and environmental benefits as it has three principles: design waste and pollution to reduce greenhouse gas (GHG) emissions across the value chain; keep products and materials in use to retain the value of products and materials, and regenerate natural systems for carbon sequestration of soil (Ellen MacArthur Foundation, 2019).
Preliminary results on full implementation of CE in Indonesia in five sectors, which are food and beverages, textiles, construction, wholesale and retail trade, and electronics sector, suggest that CE will benefit the economy, social, and environment. Compared to business-as-usual scenario, Indonesia can achieve 2.3 percent higher Gross Domestic Product (GDP) and incomes in 2030, create annual household savings of almost 9 percent of their budgets (or IDR 4.7 million or USD 324 annually), and create 5.3 million net jobs or 3.4 percent of total projected jobs by 2030. Circular economy implementation in Indonesia could also save in non-land-use, land-use charge, and forestry (non-LULUCF) C02e emissions of 9 percent and water use of 2 percent relative to their current levels could be generated. In the context of JAKSTRANAS waste reduction targets, CE could help Indonesia achieve the target by reducing more than 30 percent of the waste target at sources by 2030, where food and beverages sector has the highest reduction (64 percent) and followed by construction sector (59 percent). Nevertheless, annual investment that needed to capture circular opportunities in those five sectors is around USD 15.6 billion annually, where construction sector has the highest investment needed that is around USD 11.5 billion.
The circular economy is important as it enhances and supports sustainable development and green recovery as we work though the COVID-19 pandemic, both globally and in Indonesia. Globally, the world has been running less circular in the past two years, where the share of the circular economy has decreased from 9.1 percent to 8.6 percent (Circle Economy, 2019). This will potentially cause a set back to the achievements of reduce GHG emissions and other environmental goals set by the Paris Agreement.
UNDP Indonesia and Bappenas has agreed with the Government of Indonesia to conduct the steps of a strategic multiyear circular economy project with the aim of supporting Indonesia in developing a national circular economy strategy.
The overall project strategy
The project has several building phases that will be implemented. The first phase is about study on the development and simulation of implementation of CE in Indonesia. This study is also complemented with engagement with the stakeholders, both public and private sectors, with the following objectives:

(a) Gathering feedback on the methodologies and data used,
(b) Building plans for the next stage work that include:
i. Aligning the definition of CE used by stakeholders,
ii. Understanding different stakeholder objectives of CE implementation in 2030 and their views on targets (economy, environment and social aspects),
iii. Collecting information regarding existing circular economy policies, plans, and programs of the Indonesian government in the five focus sectors, which are to be used as inputs in the draft report,
iv. Discussing the key barrier(s) and lever(s) in adopting circular economy opportunities.
The second phase is about the process toward the development of national CE strategy, that include understanding how the strategize resource efficiency to implement circular economy and strengthening outreach through CE policy advocacy and public awareness. The third phase ensures that the CE action plan is well-developed and establishes an enabling environment that includes regulatory framework and financing mechanism. The first phase of program was already completed and now it is ready to enter the second one.

Under the supervision of the Country Economist UNDP, Head of the Low Carbon Development Initiative (LCDI), and Directorate of Environmental Affairs, Bappenas , the Project Manager will lead the development of national CE Action Plan or Strategy, capacity building and advocacy processes for related stakeholders, and public awareness related activities. The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The incumbent also will support to the new partnerships with development partners and the private sector to strengthen the Circular Economy project, while (in some cases) also managing the project assurance, providing technical assistance to project when required and overall monitoring and other relevant operational issues.

The Project Manager supervise project support team and work in close collaboration with programme, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP project/programme

Duties and Responsibilities
1. Ensures implementation of project strategies focusing on achievement of the following results:
  • Effective monitoring of project trends, including delivery of projects outputs against usage of project resources.
  • Thorough analysis on contribution of project outputs toward achievement of outcome level results within the context of the political, social and economic situation in the country.
  • Active participation in various policy discussion and partnership, as well as relevant conferences and meetings on CE area to keep abreast of the sector and facilitate programme development;
  • Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools

2. Participates in effective management of the project focusing on quality control from formulation to implementation of the projects, achieving the following results:
  • Provision of substantive input and support to the initiation/ design some parts of CO projects within the area of responsibility as well as translation of UNDP’s priorities into local interventions in coordination with Country Economist UNDP and Directorate of Environmental, Bappenas
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Timely regular project board sessions to review progress against deliverables.
  • Provision of input and support to the regular internal project assurance monitoring (IPAR), identification of operational and financial problems, development of solutions.
  • Preparation of inputs for project reporting, including donor reporting and risk management.
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc

3. Maintain partnerships for project implementation with implementing partners focusing on achievement of the following results:
  • Regular assessment on the implementing partner’s capacity and ensure that capacity development strategy is embedded within the framework of the project implementation
  • Established and maintenance of link of communication between Project Management Units in the implementing partner and the country office for provision effective support and assurance
  • Effective support and facilitation on wider partnership with project stakeholders to encourage coordination and synergies between various actors and thus ensure more impactful results
  • Promotion of stakeholder awareness on project activities and results to support partnership and resource mobilization for future project implementation, replication and up-scaling.

4. Provides top quality support services to the nationally implemented projects focusing on achievement of the following results:
  • Facilitation the development of annual workplan, including detail plans for procurement, recruitments and other country office support services in collaboration with the project management units,
  • Effective support to the project management units in identifying the appropriate modalities for acquiring inputs for project activities (e.g. recruitment & procurement modalities)
  • Effective organization and facilitation of training for projects staff as necessary on UNDP operational issues.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming

5. Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization focusing on the following results :
  • Identification of entry points for knowledge generations and knowledge sharing from project experience;
  • Effective contributions to knowledge networks and communities of practice.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project and programme country policy goals
  • Provision of support to the information sharing event and dialogue within the donor community by initiating and/or participating in consultative meetings that will address the issues and needs in collaboration with key partners.
  • Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the Country Economist UNDP and Directorate of Environmental, Bappenas, thus relevant, high-impact advocacy campaigns are implemented with key partners.
  • Effective support to the establishment of showcase to external stakeholders on progress made and impacts delivered
  • Organization of training for the operations/ projects staff on various issues.
  • Professional growth through active learning.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
  • Effective contribution to the network for gender mainstreaming learning and knowledge sharing

Required Skills and Experience


  • Minimum Master’s Degree or Bachelor’s Degree in environmental science, sustainability, resource management,public policy, economics or related field. (Depends on thematic area.)


  • Minimum 6 years for Master’s Degree or 10years for Bachelor’s Degree of relevant hands-on experience in design, monitoring and evaluation of development projects related to circular economy and establishing inter-relationships among international organization and national governments.
  • Experience including analytical work, programme/project development in the areas of environment particularly circular economy
  • Experience working with government or international organization will be highly desirable
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be an advantage.
  • Knowledge of UN/UNDP’s rules and procedures would be desirable but not essential.

Language Requirements:

  • Fluency in English and Bahasa Indonesia in both writing and speaking.
