The (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC office which based in Jakarta is one of The Secretariat of Country Cluster Delegation (CCD) who support NSs in Indonesia and Timor Leste. The (IFRC) has managed programme targeting community centric on public health emergency by utilising an all of society all hazard approach. This programme builds on existing tools and actions being taken by Red Cross members but also external partners. Information Management aspect is one of priority aspect to support the IFRC and its partners strengthen the ability of communities and civil society groups to prevent, detect, and respond to disease threats and play a central and significant role in preparing for future health and other disaster risks.

Job Purpose

Information Management (IM) Officer – under direct supervision of Senior Information Management Officer and Health Manager as technical manager, will work with the National Society’s Information, Communication, and Technology (ICT) Team to develop tools, training materials and outputs for managing information for Public Health and disaster management, and advise on the appropriate strategies for:

  • Data Management and Sharing
  • Data Visualization Products
  • Mobile Data Collection
  • Health Risk Mapping

This work connects and intersects with a suite of other program activities across multiple sectors within National Societies, IFRC and partners. A key focus of IM officer role will be to engage closely with Community Epidemic/Pandemic Preparedness Program (CP3) and Polio prevention campaign of infectious disease transmission, tailor IM/GIS solutions, tools, and outputs to harmonise and maximise the utility for the wider program. Together with ICT team, the officer will engage with local partners, government actors, and other NGOs to promote open data and mapping within the nation and solicit stakeholder input into data needs to ensure that mapping results in useful products and synergistic inputs for Red Cross programmes.

Job Duties and Responsibilities
Build and maintain relationships with the IFRC, National Societies, Movement Partners, government ministries and USAID partner organizations to:
  • Work closely with PMI’s ICT and Data team on improving data and information flow using appropriate existing and potential technology.
  • Work with Red Cross partners to update secondary data through data grid as a data preparedness effort
  • Assist in determining the best way for data to be disseminated and visualized
  • Practice responsible data management for sensitive datasets
  • Assist in Community Based Surveillance system development/adoption.
  • Deliver base maps for the CP3 and Polio program; and work with health colleagues to develop strategies and implement risk mapping
Support PMI in the utilisation of data for decision-making
  • Assist the team use open data for epidemic-pandemic preparedness and community mapping for health and risk reduction program
  • Assist with visualisation of community-based surveillance (CBS) data and volunteer management data to facilitate data analysis, interpretation, utilization for decision-making and advocacy
  • Assist in the development of CP3/Health data model
  • Develop Data collection strategy for Polio program for effective reporting
  • Assist in the overall implementation of Data Readiness Framework
  • Assist in improving Mobile Data Collection training curriculum
  • Assist in the development of Community Health Mapping training material
  • Coordinate the Community Health mapping for CP3 area of interest
  • Contribute to the development of data visualisation such as graphics, maps, dashboards and other forms as appropriate drawing from the range of primary and secondary data sources of the epidemic preparedness and other health or risk reduction program
  • Develop learning materials to share the outcome results and learnings
Promote an ecosystem of open data in the region
  • Support local OpenStreetMap communities to encourage local mapping.
  • Co-coordinate the mapping marathon activities to support Missingmaps
  • Work closely with Red Cross partners to support the project’s collaborative partnerships with other Red Cross / Red Crescent National Societies, USAID partners, HOT, MSF, the World Bank, local government agencies, and other relevant entities.
  • Engage with volunteers and partner organizations to encourage awareness on the value of open data and mapping as key infrastructure for humanitarian/development efforts
  • Ensure that all appropriate geographic data are uploaded to OpenStreetMap or other relevant, accessible repositories
Education
  • Minimum of bachelor’s degree in Information management, GIS, Disaster management or another relevant field (Preferred)
Experience
  • 4+ year(s) experience in the development and use of information management, GIS, database system, and other information management tools, systems and procedures.
  • 4+ year(s) experience with graphic design and data visualisation with the ability to translate complex digital information into clear and attractive graphic representations using business analytic platforms like Power BI and Tableau
  • Familiar with mobile data collecting tools (e.g., KoboToolbox, ODK, XLSForm),
  • Strong computer literacy skills with advanced skills in MS Excel
  • Experience in providing IM support in a disaster response and recovery operation (Preferred)
  • Experience in managing, training and supporting staff (Preferred)
  • Experience in building and working in a network and a remote team (Preferred)
  • Experience working in a RC/RC National Society and/or Federation/ICRC (Preferred)
Knowledge, skills and languages
  • Excellent written and verbal communications skills are essential, with the ability to craft an analytical narrative from data findings
  • Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment (Preferred)
  • Analytical and problem-solving skills, including the ability to synthesize, order, process and prioritize large amounts of information
  • Strong attention to detail in both listening and visualisation design
  • Ability to take initiative to create new processes from scratch and act to fill identified gaps
  • Strong knowledge of data visualization (Power BI, Tableau, GIS tools particularly QGIS)
  • Skills in database management, web-based technology (HTML, CSS and Javascript) (Preferred)
  • Good domain of information technology is an advantage (Preferred)
  • Fluently spoken and written English
